Henrico County School Zone and Redistricting Plans Announced
School redistricting is near and dear to many residents hearts and any time there are proposed changes it can stir up strong emotions and opinions. Henrico County Public Schools will open a new high school and middle school in the fall of 2010. A community based redistricting committee has been formed to coordinate redistricting. The committee presented the initial options recently to the community. Additional community meetings will be held in March and the final recommendations will be presented to the Henrico County School Board on April 23, 2009. Public hearings will be held in May of 2009. Henrico County School Board is scheduled to vote on the new attendance boundaries on May 28, 2009.

Optimism for 2009!
Happy New Year!!! There is reason to be optimistic if you are buying or selling a home in 2009. Conforming mortgage rates ended 2008 at the lowest levels in decades.
Along with low mortgage rates, homes have reached their best level of affordability in many years, according to the National Association of Home Builders (NAHB). The NAHB index compares the cost of paying for a home, based on average home prices and mortgage rates, to the median household income. Increased affordability allows more people to participate in the housing market, which should boost demand for new and existing homes.
The consensus outlook is that the economy will begin to improve during 2009. In addition, both the Mortgage Bankers Association (MBA) and the National Association of Realtors (NAR) expect the housing market to improve next year. The NAR predicts that both the number of existing home sales and home prices will increase in 2009. The combination of a rebounding economy, low mortgage rates, and affordable home prices provides good reason to expect an improved housing market in 2009.

Fix Rate Mortgages Drop To 2003 Levels!
Richmond area mortgage lenders are reporting that rates moved even lower last week, helped by economic weakness and recent actions by the Fed and the Treasury. Conforming fixed-rate mortgage rates dropped to levels last seen in 2003. WASHINGTON, November 24, 2008: Existing-home sales declined on the heels of a strong gain in September as uncertainty and economic concerns increased in October, according to the National Association of Realtors®. Existing-home sales – including single-family, townhomes, condominiums and co-ops – fell 3.1 percent to a seasonally adjusted annual rate1 of 4.98 million units in October from a downwardly revised pace of 5.14 million in September, and are 1.6 percent below the 5.06 million-unit level in October 2007. Lawrence Yun, NAR chief economist, said consumer hesitation is understandable. “Many potential home buyers appear to have withdrawn from the market due to the stock market collapse and deteriorating economic conditions,” he said. “We have favorable affordability conditions, but we need more than that to give buyers with jobs the confidence they need. This is why a housing stimulus is so critical now to encourage more buyers to draw down the inventory and stabilize home prices.
